Action Plan
This plan outlines how each of the six field tasks will be completed during the Fall 2026 term.

Task 1/Module 3Strategic Plan
- Obtain and analyze the district's Strategic Plan
- Record the process for making sure goals are met
- Document how the superintendent addresses student achievement through the plan
- Identify what the superintendent requires of district personnel to move it forward
- Describe how the plan is assessed
- Identify what data was used to build it and how that data was gathered
Superintendent, Assistant Superintendent, Director of Personnel, Board of Education.
Interview senior administrators about the plan and do independent research.

Task 2/Module 2Board of Education Meetings
- Attend at least three board meetings from different districts and keep copies
- Observe the superintendent's and assistant superintendent's roles
- Record how the Board makes decisions during a meeting
- Note who attends and how the public can participate
- Write three separate reflections
Board of Education, Superintendent, School Business Administrator/Board Secretary.
Record the superintendent's involvement, procedures, and rules at each meeting.
- The NSBA names four board roles: vision, structure, accountability, and advocacy. How does the board maintain them, and what is the superintendent's job in supporting them?
Task 3/Module 4Superintendent Interview
- Interview the superintendent using the 10 prepared questions
- Cover district budget and negotiations
- Cover hiring and firing
- Cover the superintendent's influence on student sub-groups (special populations)
- Cover community outreach (town council, PTA, etc.)
- Cover classroom visits and tenure review
Superintendent, Assistant Superintendent.
Meet with both for an interview built on the questions.
- What behaviors and answers have you seen that reflect successful district leadership, especially forecasting, planning, and communicating with boards, students, staff, parents, and the community?
Task 4/Module 5Superintendent Professional Growth
- Investigate the superintendent's PGP (Professional Growth Plan)
- Review the superintendent's evaluation and career experience in education
- Note any CSA protocol differences if they came from out of state
- Document how district leadership makes decisions and who helps
- Describe the Board's role in the superintendent's success
Superintendent, Assistant Superintendent.
Obtain, review, and evaluate the PGP.
- How do the PGP goals connect to the district goals in the strategic plan?
- How does the district leader model lifelong learning?
- Compare urban, suburban, and rural superintendent work (Wallace report).
Task 5/Rubric itemCentral Office Personnel
- Define and investigate central office responsibilities
- Interview central office staff and work with them
- Obtain job descriptions and the organizational chart
- Document how the superintendent uses these people in decisions
- Document how the superintendent delegates leadership to reach district goals

Meet with the Director of Personnel for the org chart and job descriptions.

Task 6/Module 6A Day with the Superintendent
- Spend at least one full day with the superintendent
- Record a timeline of the day
- Note time with the administrative team, in buildings and classrooms, and on outreach
- Collect photos or documents (with permission)
- Reflect on the day

Spend the day, document it, and reflect.
- What daily behaviors show that the superintendent believes in high expectations and accountability for all students and staff?
